Jipijapa Mayor Detained In Transit Corruption Investigation

Ecuadorian authorities carried out a major anti-corruption operation in Manabi early Thursday.

The National Police and the Attorney General's Office detained Jipijapa Mayor Angela Plua and 12 other people during Operation Digitador, according to El Mercurio and El Universo.

What Authorities Say

The operation targeted an alleged network tied to irregular vehicle paperwork, including registrations, technical reviews, licenses and vehicle transfers.

El Mercurio reported that the operation included 18 raids in Jipijapa, Bolivar and San Vicente, including searches at public entities such as the Jipijapa municipal government, municipal-service bodies and technical-review offices.

Authorities said the alleged scheme charged between $100 and $150 per transaction to bypass legal and technical requirements.

The investigation began in August 2025 after a complaint through the 1800 DELITO line. Authorities said the alleged damage to the state exceeded $5 million, and that financial movements attributed to the main suspect exceeded $2.6 million without apparent justification.

What This Means For Expats

This is not a travel-warning story, but it does matter if you own a vehicle or are doing paperwork in Ecuador.

Vehicle registration, technical inspections, license procedures and transfers should go through official channels. Avoid fixers who promise to make problems disappear. If a process sounds too easy because someone can bypass requirements, that is exactly the kind of risk this case highlights.

For foreign residents, the safest approach is boring: use official portals, keep receipts and ask for written documentation when a municipal or transit office requests payment.
