More than 300 property owners in the coastal city of Manta have been denied construction and renovation permits since late 2023 after a municipal geographic risk reassessment reclassified their parcels into high-risk seismic or flood zones.
The affected areas include some of Manta's most sought-after coastal neighbourhoods:
- Barbasquillo: 127 denied permits (cliff-edge parcels)
- El Murcielago: 98 denied permits (beachfront and first-block properties)
- San Mateo: 89 denied permits (flood-plain reclassification)
What Happened
The reclassification stems from an updated GIS-based risk mapping exercise mandated by Ecuador's Secretaria de Gestion de Riesgos following the 2016 earthquake (7.8 magnitude). The 2023 update incorporated:
- LiDAR topographic data with 50cm vertical resolution
- Updated seismic microzonation based on 2018-2023 geotechnical studies
- Coastal erosion projections showing 1.2-3.5 metres of cliff retreat per decade in Barbasquillo
- Climate-adjusted flood models reflecting increased precipitation
Impact on Property Owners
- Construction freeze: No new building permits for parcels in Zone 4 (highest risk)
- Renovation limits: Existing structures can maintain but not expand beyond 40% of assessed value without new structural engineering certification
- Property value drops: Real estate agents report 15-25% price declines for affected parcels
- Insurance complications: At least two major insurers have added exclusion clauses for Zone 4 properties
What This Means for Expats
Foreign buyers account for an estimated 12-18% of coastal property transactions in Manta. Several reported transactions have fallen through after permit denials.
If you're considering buying property in Manta's coastal areas:
- Check the zoning classification before making any offer -- the municipal building department can confirm the risk zone for any parcel
- Factor in the permit situation -- even if you're buying an existing structure, renovation restrictions apply
- Be cautious with undeveloped lots in Barbasquillo and El Murcielago -- they may be unbuildable under current zoning
The municipality has proposed a "risk mitigation pathway" where owners can commission independent geotechnical studies to potentially reclassify their parcels, but these cost $8,000-$15,000 per parcel.
