Ecuador has approved a new legal framework for its coastline.

Expreso reports that the Asamblea Nacional approved the Ley Organica de Gobernanza del Espacio Marino-Costero on May 21, 2026. The law is meant to organize activities in the sea and strengthen protection for sensitive ecosystems along Ecuador's coast.

What The Law Covers

According to Expreso, the law creates tools to regulate maritime zones and includes specific measures to conserve olas rompientes, or breaking waves. These areas are used for water sports and are considered important for environmental and tourism reasons in coastal communities.

The new framework will regulate activities including fishing, tourism, water sports, port development, marine-linked energy projects and environmental conservation.

It also adds protection mechanisms for vulnerable habitats such as mangroves, dunes, turtle nesting beaches and other sensitive coastal ecosystems.

Surf Zones Get A Registry

One major feature is the creation of a Registro Nacional de Zonas de Rompientes, a technical registry to identify and officially catalog areas where important waves form.

Expreso reports that information presented during the legislative debate said Ecuador has more than 100 recognized zones for surfing and related sea sports. The goal is to prevent future projects or interventions from affecting these natural spaces without prior impact evaluation.
