Ecuador has restructured how it manages its country brand. Executive Decree 383 moves the Comisión Estratégica de Marcas (Strategic Brand Commission) to the production and communications side of government, following a state merger that absorbed tourism competencies.

What Changed

Under the new structure, the commission is presided over by "el titular del ente rector de la Producción, Comercio Exterior e Inversiones, o su delegado" — the head of the Production, Foreign Trade and Investment authority, or their delegate.

This replaces Decreto Ejecutivo 706, the framework in place since 2011. The government's stated rationale is institutional reform within public administration and reorganizing the collegiate bodies.

The substantive shift, per Expreso: "Antes, el enfoque estaba estrechamente ligado a la promoción turística; ahora, el control queda concentrado en áreas vinculadas a producción, inversión y comercio exterior" — previously the focus was tightly tied to tourism promotion; now control is concentrated in areas linked to production, investment, and foreign trade.

What This Means for Expats

  • If you follow Ecuador's tourism trajectory (relevant if you run a hospitality business, rent to tourists, or moved here partly on the strength of Ecuador's tourism positioning): the country's international promotion machinery is being explicitly de-emphasized in favor of investment and trade messaging. Expect less government energy behind "visit Ecuador" campaigns and more behind "invest in Ecuador."
  • If you're an investor or considering business formation here: this is a directional signal. The Noboa administration is consolidating brand, promotion, and investment under one production-and-trade umbrella — consistent with its broader posture of courting foreign capital.
  • Practical impact is indirect and slow. This is an administrative decree reorganizing a commission, not a policy that changes visas, taxes, or costs. Its value is as a read on government priorities, not as an immediate action item.
