Ecuador has elevated its 2025-2029 National Security Plan into mandatory public policy nationwide.
President Daniel Noboa revealed the plan on July 14, 2026 through Executive Decree 448. The document uses the frameworks of integral security and multidimensional security, with the stated goal of recovering territorial control and strengthening public safety.
