Noboa Recall Supporters Ask CNE for Signature Forms

A group seeking to activate a recall process against President Daniel Noboa has asked Ecuador's electoral authority for signature forms.
The request was presented on Tuesday, June 9, at the Consejo Nacional Electoral in northern Quito.
Who Is Promoting It
The initiative is promoted by attorney Washington Andrade and Leonidas Iza, former presidential candidate and former president of the Confederation of Indigenous Nationalities of Ecuador.
They submitted individual requests for the forms, a move described as an attempt to avoid possible legal objections later in the process.
The Signature Threshold
For a presidential recall process to advance, supporters must collect signatures from 15% of the electoral roll.
That equals more than two million signatures nationwide.
After a request is filed, the electoral authority must review the documentation and decide whether to deliver the forms. If the legal requirements are met and the required support is validated, the authority would call a popular consultation.

This is an early procedural step, not a scheduled vote.
For expats, the immediate effect is political risk, not daily-life change. Markets, ministries, migration offices and local governments keep operating. But a credible recall effort could add uncertainty around national policy, security planning, fuel decisions and investment sentiment.
