The Arrest
On Tuesday, March 18, Mexican authorities arrested Angel Esteban Aguilar — alias "Lobo Menor" — at Mexico City's international airport as he attempted to pass through immigration using a fake Colombian passport.
Aguilar is described as a leader of Los Lobos, one of Ecuador's most powerful criminal organizations, and the alleged mastermind behind the assassination of Fernando Villavicencio, who was gunned down leaving a campaign rally near Quito on August 9, 2023.
Who Was Fernando Villavicencio?
For expats who arrived after 2023: Villavicencio was a presidential candidate and investigative journalist known for aggressively denouncing corruption and organized crime in Ecuador. His assassination — 11 days before the presidential election — shocked the country and became a defining moment in Ecuador's security crisis.
The killing demonstrated that no one in Ecuador was beyond the reach of organized crime. It catalyzed public demand for the aggressive security posture that President Noboa has since adopted.
The Operation
The arrest was a three-country collaboration:
- Ecuador's Interior Ministry identified Aguilar and requested the Interpol red notice
- Mexican immigration authorities flagged the fake passport at the airport
- Colombia received and is processing Aguilar's extradition — President Petro described him as "one of the world's most notorious assassins"
Interior Minister John Reimberg confirmed the arrest and credited international cooperation.
Why This Matters
The Villavicencio assassination was Ecuador's darkest moment in recent memory. Several lower-level suspects have been arrested and tried, but Aguilar — the alleged planner — had evaded capture for over two and a half years.
His arrest signals:
