If you've been putting off renewing your cedula or getting a passport because of Ecuador's notoriously frustrating appointment system, good news -- you can walk in without an appointment through at least July 31.

What Changed

Ecuador's Registro Civil (Civil Registry -- the government agency responsible for identity documents, birth certificates, marriage certificates, cedulas, and passports) has extended its walk-in service policy through July 31, 2026.

Under normal operations, the Registro Civil requires an online appointment booked through their website or app. The appointment system has been plagued by problems: slots fill up within minutes, the website crashes regularly, and wait times for available appointments can stretch weeks or months.

The walk-in extension eliminates that bottleneck -- at least temporarily.

Service Details

| Detail | Information | |---|---| | Walk-in service dates | Now through July 31, 2026 | | Hours | Monday - Friday, 8:00 AM - 5:00 PM | | Locations | All Registro Civil agencies nationwide | | Services available | Cedulas (ID cards), passports, and other civil registry services | | Appointment required | No |

Cedula Costs

The cedula de identidad is Ecuador's national identity card. For residents holding a visa, the cedula serves as your primary identification document within Ecuador.

| Service | Cost | |---|---| | First issuance | $5.00 | | Renewal | $16.00 | | Replacement (lost/damaged) | $16.00 |

What to Bring

If you're visiting the Registro Civil for a cedula (as a foreign resident), bring:

  • Your passport (original, with valid visa)
  • Your visa approval document from the Ministry of Foreign Affairs
  • Census certificate (certificado de empadronamiento) from Cancilleria
  • Previous cedula (if renewing)
  • Payment -- most agencies accept cash; some accept card

For a passport (Ecuadorian citizens only -- foreign residents use their country-of-origin passports), bring:

  • Current cedula
  • Previous passport (if renewing)
  • Payment

Tips for Walk-In Visits

Walk-in doesn't mean walk-right-in. Expect lines, especially at larger agencies in Quito and Guayaquil. Some practical advice:

  • Arrive early. The agencies open at 8 AM, but lines can form before that. Arriving by 7:30 AM significantly improves your experience
  • Go mid-week. Mondays and Fridays tend to be busiest. Tuesday through Thursday typically has shorter wait times
  • Avoid the first and last week of the month. Pay cycles drive foot traffic -- people visit government offices when they have fresh cash
  • Bring photocopies. While the Registro Civil should have copying services, bringing your own copies of all documents speeds up the process and avoids issues if their copier is broken (a common occurrence)
  • Bring water and patience. Air conditioning is not guaranteed, and waits can stretch several hours at busy locations
  • Smaller cities = shorter waits. If you live near a smaller town with a Registro Civil agency, consider going there instead of the nearest major city. The service is identical but the lines are dramatically shorter

Why This Matters

The Registro Civil's appointment system has been one of the most common complaints among both Ecuadorians and foreign residents. Stories of spending weeks trying to book an appointment -- refreshing the website hundreds of times, waking up at 5 AM to catch newly released slots, driving to distant agencies with availability -- are universal.

The walk-in extension acknowledges that the digital appointment system is not functioning adequately and provides a practical alternative while the agency works on improvements.

What This Means for Expats

  • If your cedula is expired or expiring, go now. The walk-in window through July 31 is a genuine opportunity. Don't wait for the last week and compete with everyone else who procrastinated
  • An expired cedula can cause real problems. Banks may refuse transactions, you may have difficulty with SRI tax filings, and police encounters become more complicated if your ID is expired
  • The cedula renewal process for visa holders can require multiple documents. Call ahead or visit the Registro Civil website to confirm current requirements for your specific visa type. Requirements occasionally change without notice
  • This doesn't apply to visa applications or renewals. The Registro Civil handles identity documents. Visa processing is handled by the Ministry of Foreign Affairs (Cancilleria), which has its own appointment system and procedures
  • Keep a photo of your cedula on your phone as backup identification. While not a legal substitute, it can be helpful in everyday situations if you forget your physical card
