President Daniel Noboa has named Roberto Kury as Ecuador's new Minister of Foreign Relations and Human Mobility after Gabriela Sommerfeld resigned from the post.
Sommerfeld's resignation was announced on June 7, 2026, with personal and health reasons cited. Noboa made Kury's appointment official shortly afterward by executive decree.
Why This Ministry Matters
For foreign residents, this is not just a cabinet reshuffle.
The Foreign Ministry is tied to:
- Human mobility policy
- Consular services
- Visa and residency administration
- Ecuador's migration-facing diplomacy
- International cooperation
- Bilateral relationships affecting travel, trade and mobility
Kury had been serving as Minister of Telecommunications and the Information Society. That ministry is being absorbed into a new Ministry of Infrastructure and Technology as part of the government's wider administrative reorganization.
What Changed
Sommerfeld had been one of the most visible figures in the cabinet on international policy. During her term, Ecuador emphasized security, migration, commerce, investment and international cooperation.
The government also pointed to the creation of a Vice Ministry of International Cooperation as part of that agenda.
What This Means for Expats
Do not expect an immediate visa rule change just because the minister changed. But it is worth watching whether the new leadership changes priorities inside the Foreign Ministry.
The practical areas to monitor are appointment availability, visa processing consistency, consular-service messaging, and any future changes to human-mobility policy.
