Ecuador Adds Prior Controls to Mineral Exports Bound for China

Ecuador has established new prior controls for the domestic commercialization and export of processed mineralized material headed to China, especially gold and copper, according to Primicias.

The measure requires sampling and technical verification before the mineral's grade and purity are determined. The stated purpose is to ensure that declared value reflects real market conditions and to protect the income due to the Ecuadorian state.

The Ministry of Environment and Energy issued the measure through Agreement MAE-VM-2026-0001-AM, signed on August 13, 2026, by Galo Andrés García Medina, vice minister of mines. The Agency for Regulation and Mining Control (Arcom) will execute the control before export dispatch or domestic commercialization.

When shipments can be held

The rule covers every domestic commercialization and export operation involving processed mineralized material destined for the People's Republic of China, under any customs regime. The control remains in place until Arcom obtains validated laboratory results.

For gold concentrate, China received 53.87%, equivalent to 72,312.95 tonnes out of 134,248.10 tonnes. China's share of Ecuador's total mining-export volume increased from 52.60% in 2025 to 83.40% in the first half of 2026.
