Ecuador Considers a USD 240 Million National Hospital-Information Platform

Ecuador’s Ministry of Public Health has invited the Corporación Nacional de Telecomunicaciones (CNT) to provide a national interoperable platform for health information and integrated care. The proposal would be subcontracted in part to the Italian company Dedalus.

The process has a total cost of USD 240 million. According to the published report, USD 117 million would go to Dedalus to install, provide, and maintain the technology for seven years, while USD 123 million would be required by CNT for infrastructure, connectivity, and project integration.

The proposed contract is expected to be awarded by September 9. It is intended to replace the failed Healthbird project, which the report describes as the government’s first technology promise for addressing Ecuador’s hospital crisis. The proposed award is therefore a future step, not a completed contract.

The problem the platform is meant to address

The Ministry says information across its hospital network is currently distributed among multiple systems, applications, and records without interconnection. The report says that the lack of interoperability makes it harder to maintain clinical continuity and use data for decision-making. It also affects the prevention of noncommunicable diseases and the monitoring of chronic and mental-health conditions.

That distinction matters for anyone who uses Ecuador’s public health system. A national platform could eventually make records and referrals easier to coordinate, but the proposal itself does not establish that a patient will immediately have a unified file or that every hospital will have the same digital tools.

What the proposal includes

The terms of reference identify nine key functional domains. They include patient identification, hospital records, diagnostic images and examinations, inventory and pharmacy distribution, service scheduling, citizen and professional access, monitoring and analysis of the network, and patient flows for chronic conditions.

The nine programs would be activated progressively and in stages, adapting to each health facility’s level of care and characteristics. The planned procedure has a duration of seven years and three months.

The report says the original expectation of starting technical operations at the end of July 2026 has already been overtaken, which would move the technical-operational start to October. That is a revised target, not confirmation that implementation will begin on that date.

The infrastructure dependency

The timing also depends on CNT supplying the technology needed to operate the platform, including servers, databases, and connectivity to the facilities added to the system. The source highlights that Ecuador has major territorial inequalities in health provision and that rural, Indigenous, and border populations face barriers to timely services.

What This Means for Expats

Foreign residents should read this as a significant proposed public-sector technology project, not as a new service available today. If it moves forward, the areas to watch are the award decision, the October operating target, the staged integration of the 1,742 prioritized health establishments, and whether the platform improves coordination across the public network.

For now, the practical takeaway is simple: keep your own medical records, prescriptions, and referral documents organized. A proposed national system cannot yet be treated as a substitute for personal records or confirmed access at a particular facility.
