Ecuador has updated its drug-control framework with a new list of substances subject to oversight.

The Ministry of Public Health and the Interinstitutional Committee for Integral Prevention of the Socioeconomic Phenomenon of Drugs incorporated 10 new substances subject to control.

What Was Added

The committee approved the incorporation of the substances during the first ordinary session of 2026.

The list includes:

  • N-pirrolidino isotonitaceno
  • N-desetil etonitaceno
  • N-pirrolidino protonitaceno
  • N-pirrolidino metonitaceno
  • etonitacepipna
  • N-desetil isotonitaceno
  • MDMB-Fubinaca, a synthetic cannabinoid
  • hexahidrocannabinol, a semisynthetic cannabinoid
  • carisoprodol, a central nervous system depressant
  • 3,4-MDP-2-P glicidato de metilo, a chemical precursor

The decision was tied to international alerts about consumption risks and abuse potential.

Provincial Committees

The committee also approved a regulatory document that will allow the creation of 24 provincial committees.

Those bodies are meant to coordinate public policy in the territories and strengthen national governance on drug matters.

What Comes Next

Health Minister Jaime Bernabé said the session was an opportunity to consolidate response mechanisms for the population's needs.

Officials also presented the start of the process to build the 2027-2031 National Plan for Integral Prevention and Control of the Socioeconomic Phenomenon of Drugs, with technical assistance from the Inter-American Drug Abuse Control Commission of the OAS.

What This Means for Expats

For most foreign residents, this does not change daily life directly.

But it is part of Ecuador's broader security and public-health response to synthetic drugs. The practical angle is simple: controlled-substance rules shape enforcement, oversight and how authorities classify new drug risks.
