Quito's bus-fare debate is entering its final political stage.
The Mobility Commission of Quito's Metropolitan Council begins discussion on June 4, 2026 over Mayor Pabel Munoz's proposed ordinance.
The proposal would create a $0.40 flat fare for conventional urban buses and Metrobus-Q, with a $0.45 fare for electric or other low-emission buses approved by the Mobility Secretariat.
The Fare Timeline
The current practical deal is different from the final proposed structure.
On May 22, 2026, Quito and bus operators agreed to raise the fare from $0.35 to $0.40 starting January 1, 2027.
For 2026, operators accepted keeping the $0.35 fare in exchange for municipal compensation.
The city plans to allocate $20 million for that compensation, with bus owners eligible to receive up to $8,000 per unit if they meet requirements.
Rural Parish Routes
The proposal also covers routes serving Conocoto, Alangasi, La Merced, Guangopolo and Pintag.
For those routes, the base fare would start at $0.40, then vary by distance once routes enter rural areas.
That matters for expats in the valleys because fares can already differ depending on how far beyond the urban core a route goes.
What This Means for Expats
If you live in Quito or the nearby valleys and use buses regularly, the key date is January 1, 2027.
The other thing to watch is service quality. Some council members are objecting because they say operators should meet quality indicators before fare increases take effect. For riders, the practical question is whether higher fares come with safer, more reliable service.
